But then again, like what the Apellate Court has decided upon, Regulation 862 in fact did not violate the rule of priority by trying to file the petition to save the salmonids. Hopefully, the board will come to an appealing decision. Both sides seem to be implementing two challenging, yet completely understandable, courses for the stream system's use.
